Established in 1992, Qingdao Binhai Vocational College, the first non-state-run comprehensive college with ten thousand students in Shandong Province, is qualified by the Ministry of Education of China for issuing diploma and certificates of its own and receiving foreign students. Since its foundation, the college has won a series of honors, one of which is the title of the National Advanced Non-state-run College, given by the governments at municipal and provincial levels. Furthermore in 2002, it was entitled “the Civilized Campus ” by the Work Commission for the Institutes of the Higher Education, the Educational Committee of Shandong Province. And its Chinese Language Work Committee was praised as an advanced unit for its outstanding work the same year. Located in the Economic and Technological Development Zone of Qingdao that is a coastal city, called “Switzerland in the Orient”, with mild climate, beautiful scenery and a good communication and transportation, the college is standing at the foot of the Zhushan Mountain(Pearl Mountain in meaning) and facing the sea. It covers an area of 67.66 hectare including its construction area of 240,000 square meters. The total amount of its fixed assets reaches about 500 million yuan. Now 15,000 students are happily studying in it. The teaching equipments and facilities of the college are modernized, the total value of which amounts to 50 million yuan. The college owns 1,800 computers, a modern digital-controlled library with 770,000 books of various kinds, 12 digital reading rooms, an FM broadcasting system, a closed-circuit TV system for teaching and a campus computer network. In the college there are 30 multi-media classrooms, 21 sound labs with a capacity of 60 students each, 6 multi-media sound labs, 2 lecture halls, an auditorium with 1,600 seats, a students’ centre for extracurricular activities, 4 tennis courts, a figure training room, a gymnasium, a natatorium, an art exhibition hall and a sports ground with a standard football field and athletic tracks. In addition, the college has a variety of laboratories and training bases. They are simulated accounting labs, e-business labs, computerized accounting labs, electrical engineering and electric driving labs, numerical control machine tool labs, mechanical principle demonstration labs, computer interface labs, computer demonstration labs, audio-video labs, frequency modulation and audio modulation labs, photo studios, film studios, drawing rooms, sketching rooms, a training hotel for hotel management, training shops for running and selling, training bases for interior decoration and the use of civil engineering machineries and so forth. Besides, another 13 training fields are readily available for the students. The college is comprised of 8 departments and 5 sections: Oriental Languages Department, Western Languages Department, International Trade Department, Business Administration Department, Art Department, Computer Science and Technology Department, Machinery and Electronics Department, Section for Basic Courses of Liberal Arts, Section for Basic Courses of Science, Self-taught Foreign Languages Section, Self-taught Economic Administration Department, and Self-taught Information Engineering Section. It has established the Research Institute of Educational Science, the Research Institute of Machinery and Electronics, the Research Institute of Computer Science and Technology, Legal Aid Volunteers Workstation, and its Distance Education Training Spot and its Training Base for Managers from Medium-sized Enterprises which is a Sino-Germany joint project, are authorized by the State Ministry of Education. It also has a Chinese Language Teaching and Research Centre for foreign students. The number of its teaching and administrative staff is 806, including 138 administrative personnel, 24 lab administrators and assistants and 586 full-time teachers, 56 of whom are professors, 166 of whom associate professors, 4 of whom teachers with doctor degree, 68 of whom teachers with master degree, 20 of whom foreign teachers and 58 of whom part-time professors. The college attaches importance to international communication and cooperation and has built friendly and cooperative relations with more than 20 colleges and universities of more than 10 countries and areas. They are Devenport University (USA), Community College of Alegheny County (USA), BCI Science and Engineering Institute (Canada), Sapporo University (Japan), Kansai College (Japan), Tokusima University of Industry (Japan), Kyongbuk College of Science (South Korea) and many others. It often invites visiting scholars and experts from America, Canada, Germany, Australia, Japan, Ireland, South Korea and other countries to give lectures. At present, the college and the authorities concerned in Canada has reached an agreement on founding a joint college, that is, International Cooperation Century School of Qingdao Binhai Vocational College.
